Overview
This article describes how to claim a Resource Commitment ID via Task 7.1, which is the first step in processing a new record in the Resource Commitment Allocation Module (RCAM). The following steps are for users of Excel Smart View.
Essential Information
- How to Claim a Resource Commitment ID in RCAM (EPBCS Web App) is a separate article.
- Claiming a Resource Commitment ID (CTID) immediately removes that ID from the available pool while the user continues to enter data associated with that resource commitment.
- When claiming the CTID, the user must select the Funding Source and Resource Commitment Budget Type (Recurring, One-Time, One-Time Multi Year) for the resource commitment.
- Funding Sources and Destinations are selected at the Financial Unit>Project>Fund>Function level in the RCAM, in alignment with the way resources are transferred on the General Ledger.
- The Recurring Budget Type should only be used if the resource commitment is meant to impact the Source and Destination’s Recurring Base Budgets.
- The RCAM record will not impact the Base Budget – however, RCAM data can be used to facilitate entry in the Budget Adjustment Module (BAM).
- If a resource commitment amount is regularly distributed year-after-year, but is not Base-building, user should select a Resource Commitment Budget Type of One Time Multi Year.
- Multiple CTIDs can be claimed in a single step, as long as they share the same Funding Source and Resource Commitment Budget Type.
Next Steps
- Open Excel workbook and connect to EPBCS Planning environment - for detailed instructions, refer to KBXXXXXXX: How to Connect to the Resource Commitment Allocation Module (RCAM) in EPBCS.
- Login using Single Sign-On.
- Use the + signs to expand the UCSDPLAN and Task List menus, and double-click on 7 - Create and Manage Resource Commitments to open the relevant Task List.
- Double-click task 7.1 Activate Resource Commitment ID - SELECT SOURCE POV to render the form in the active Excel sheet.
- Within the POV, select the Source Financial Unit by clicking on the down arrow for the drop-down menu and selecting the desired Financial Unit available to you. Alternatively, you may search for a Financial Unit by typing directly into the field.
- Repeat this step for the desired Source Project, Fund, Function, and Resource Commitment Budget Type.
NOTE: Only Financial Units that you have access to are available in the drop-down menu. Make sure you select a valid Financial Unit/Project combination, or you will receive an error message when attempting to activate the CTID. You are able to select PJ0000000 : No Project if you wish to transfer resources only at the Financial Unit-Fund-Function level.
- Verify that your Financial Unit, Project, Fund, Function and Resource Commitment Budget Type selections correctly tie to the intended Source of your resource commitment. If any values need to be changed, repeat steps #5-6 as needed.
- Click on the Refresh button located in the far-right of the POV. By refreshing, you are committing your POV selections as the intended Funding Source of your resource commitment.
- Select an available cell within the No Year / Claim Resource Commitment ID column, click on the down arrow and select Claim Resource Commitment ID. The cell will turn darker yellow, indicating it must be saved to complete the claiming process. If you wish to claim multiple CTIDs using all the same Source elements, you can drag that value down or copy into the appropriate number of cells, then save all at once.
NOTE: Make note of any CTIDs that you are claiming for future steps in Task 7.2.
- Within the Smart View ribbon, click Submit Data to complete the CTID claiming process.
- If you need to activate additional CTIDs under a different Funding Source, repeat steps #5-10 as needed.
- When ready to proceed with the next steps, open a new Excel sheet.
- Within the Smart View panel on the new sheet, double-click task 7.2A Enter Basic Resource Commitment Data - Simplified to render that form on the active sheet.
