Overview
This guide provides instructions on updating three timeout settings in a users Windows registry to resolve the ‘Request Timed Out’ error message appearing while rendering a form, submitting data, or performing an Ad Hoc query in Smart View. This article is intended to guide collaborative efforts between users and their IT department.
Essential Information
- These instructions are intended only for department budget preparers/approvers and a subset of Resource Commitment Tracking Tool users who are provisioned access to Oracle Planning and Budgeting (EPBCS).
- If you are unsure whether or not you should be provisioned access to this tool, before proceeding, please connect with a fiscal contact in your VC office.
- Budget preparers who wish to use Smart View should work with their IT contacts to complete the software installation process.
- Budget preparers must have approved access to their Financial Units within EPBCS, to verify, login to the EPBCS web application.
- Oracle doesn’t support a Mac-compatible version at this point. The proposed workaround for Mac users is to use a virtual machine running Windows.
Next Steps
- Before doing anything, close all Microsoft applications (Outlook, Word, Excel, PowerPoint, etc.).
- Find the search box on the lower left of the Windows taskbar, where the magnifying glass is, and type regedit.

- Select the Registry Editor App.
- Select ‘Yes’ to allow the app to make changes to your device. Your screen will go dark for about 20 seconds.
- You should now see the Windows Registry Editor:
- Navigate to:
HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>Internet Settings
- You will need to add three timeout settings under Internet Settings:

- Setting 1: ReceiveTimeout

- Right click on the right panel, select New, Select DWORD 32-bit value. A new item will appear in the right panel named New Value #1:

- Right Click on New Value #1, chose Rename, name the value ReceiveTimeout (no spaces)
- Right Click on ReceiveTimeout, chose Modify, and enter 900 000 in the value data box:

b. Setting 2: KeepAliveTimeout

- Right click on the right panel, select New, Select DWORD 32-bit value. A new item will appear in the right panel named New Value #1.
- Right click on New Value #1, chose Rename, name the value KeepAliveTimeout (no spaces) =
- Right click on KeepAliveTimeout, chose Modify, and enter 36000 in the value data box:

c. Setting 3: ServerInfoTimeout

- Right click on the right panel, select New, Select DWORD 32-bit value. A new item will appear in the right panel named New Value #1.
- Right click on New Value #1, chose Rename, name the value ServerInfoTimeout (no spaces).
- Right click on ServerInfoTimeout, chose Modify, and enter 900000 in the value data box:

- When done, the right panel should display the three new timeout settings:

- Select File>Exit to save.
