How to Manage Contingent Workers in UCPath


OVERVIEW


UCPath allows for the management of non-employee populations using the Contingent Worker (CWR) functionality. CWR designation is used for a person that is providing services to UC San Diego on a non-permanent basis or is potentially paid by a third party and does not receive compensation through UCPath. CWR designation allows for the tracking and management of certain populations’ relationship with the University. Note: CWR designation should not be used as a bridge for future hires waiting on work authorization. 

When to use

Contingent worker are NOT an employee of UC San Diego and NOT paid through UCPath Payroll.

Qualifying Populations for CWR: 

*Independent Contractor/Consultant or Temp Agency Staff populations should only be entered in UCPath if they will be transacting in UCPath or supervising UC San Diego employees.

BEFORE YOU BEGIN


As of 9/1/2021, all staff volunteers (excluding Health Professional Schools) are considered Contingent Workers (CWRs) and must be entered into UCPath with the Job Code CWR011. Volunteers are considered “Personnel” and are subject to the University of California COVID-19 Policy, with no exceptions or deferrals allowed locally.  At UC San Diego, the “Reports To” field is used to track vaccine compliance and is therefore a required field when you complete the ADD CWR Template. This inclusion in the UCPath population allows volunteers to be displayed in UC San Diego's new COVID-19 Vaccine Mandate Compliance Dashboard. Direct any questions related to UC San Diego CWR policies and guidelines to the Records Division of Central-HR, records@ucsd.edu.  

Note: For UC San Diego, in addition to "Reports To" being a required field, "Date of Birth" is also required.   

Before creating a new Employee ID along with your template transaction, complete the three Search Match searches to ensure the employee has never been assigned an UCPath Employee ID.

Tasks to Complete Before Starting

UCPath Center recommends performing all 3 searches to verify new hire isn’t in system:  

1. Enter National ID (SSN), click Search 

2. Enter Legal First and/or Legal Last Name with DOB, click Search  

3. Enter Legal First and Legal Last Name, click Search 

4. View UCPath simulation of Search Match  

For Best Results

Since Contingent Workers are not employees, there are separate Templates dedicated for Contingent Workers. The Contingent Worker Templates and Action Reason Codes are listed at the bottom of the Templates Action and Reason Codes Job Aid. Review the Job Aid to ensure the correct Template and Action Reason Codes are used.
